Robberies and Hostages
Every single player in the city with the exception of EMS is free game to take hostage at anytime. EMS may be taken hostage for a strategical advantage among certain heists. Every single player needs to be equally respectful of each other and allow for hostage taking RP to happen. If another player approaches you with a gun out pointed at you, you must fear for your life and follow their requests throughout the scene. This includes but is not limited to; putting your hands up, getting into a car, getting into the trunk of a car, getting down on your knees at the job site. Any hostage requests that are seen as inappropriate or purposefully against the scene may be reported with clips providing said treatment as a hostage. If someone is not willing to be a hostage and you have a clip of this interaction it will be considered FailRP and will lead to a ban. Players are not allowed to pay off friends to be hostages when one can not be found, if this activity is found and reported it will lead to a ban. Players must find hostages organically and can take someone from any open business. A player can be taken from their whitelist job as long as there is more then 1 employee working at said whitelist job. If an abduction is attempted while only 1 employee is working the employee is to mention to the abductors they are currently "short staffed". This will alert the abductors they must move to another location as this is the only working employee and not currently abductable for use as a hostage. The hostage taker must then respect this and move on, if this is not respected and clips are provided in a ticket it will be seen as a rule break and lead to a ban.
If you are around an area where drugs are actively being sold or a crime has been reported, shots fired, robbery, etc. You are subject to a search as long as the officer can prove probable cause. A blip in the area does not constitute a search of every civilian in the area.
There is no longer a PD loot rule. Take what you want if the officer is down. But be prepared to take the full brunt of the law and the DOJ if you are caught doing so. *Pocket Wipe Rules Still Apply*
Police are NOT required to give into any criminals demands therefore there is no guarantee that you will always get what you ask for. Officers are required to attempt to do everything in their power to keep any hostages safe as well as nearby civilians. The overall safety and well-being of the city is to be of utmost importance here. "We do not negotiate with Terrorists" strategy could potentially be used, but could also be to the detriment of the city. Officers, please do what you think is right in these situations. We allow for plenty of creative freedom here!
Hostage Negotiations are just that - Negotiations. If you have no thought into the matter such as just the typical "LS Special" request, be prepared for the police to not abide by your demands. Negotiations rules are left open, as you have the full freedom to do what is necessary to further RP and accompish your goal.
If you need to "body dump" a PD officer so they do not remember an encounter no other PD officer must be alive in the area. You must make sure to dump them in a timely fashion, do not keep them there for more than 15 minutes, as PD need to be able to resume duty as soon as possible. If you decide to "body dump" a PD officer near other PD, the PD officer will remember and it is assumed you will be added to the "Most Wanted" list. Please make this make sense and absolutely do this in secret if you want to be successful. Tickets complaining about a PD officer remembering will be ignored if you do not do this carefully in the RIGHT situation. All PD and EMS officers are fitted with GPS tracking. With that being said if an officer is body dumped they must be taken to extreme depths as PD is not allowed to use department resources (air and water) to find missing officers. If an officer is missing and PD can can see their GPS location and they are accessable by daily driven department vehicles then PD is allowed to go find the missing officer. Point being all PD and EMS can see eachother on GPS so use your head if planning to body dump an officer after a scene and have a plan to get the body as deep into the ocean as possible so that recovery is no longer an option meaning the officer must airlift cause total memoy loss of the last 15 minutes a scene. If there are less than 3 cops on, body dumping is NOT allowed.
Coming back to a shootout AFTER down if revived by EMS or taken to the hospital IS allowed. Leaving a shootout while alive and re-engagement is allowed but must make sense in RP. Any type of medlight is NOT allowed to re-enter the scene. Blatant cop killing is not allowed.
Gunfire, even suppressed gunfire can be heard within earshot and I do not want to argue about whether or not a suppressed gun still makes noise. It does, it is designed IRL so you do not blow eardrums, not because its James Bond silent. PD may pinpoint your location at any time while not using a silenced weapon, so make your shootouts happen and bounce, just like you would in real life. If you are using a silencer your location may not be pinpointed directly by PD but if they are physically in range of hearing your silenced weapon firing they are free to treat it as shots fired. A suppressed weapon does not grant immunity to generally shooting off a weapon. They should be viewed as a tool to gain a tactical advantage in missions or combat. Also remember any weapon attachment makes your legal to own gun illegal so there are plenty of times to have for example a suppressor on or to take it off and leave it in your car or stash.
If you find yourself 2v1 or 3v2 so on and so forth, and you think you can just murder the PD trying to stop you and run you are wrong. RP it out, they will also fear for their lives, if you need to take them hostage and make them put their guns down till you leave so be it. We will not have anyone in this city just wipe PD because they don't want to deal with the stop. RP it out and see where it goes.
